Annissa Lambirth-Garrett, MPA, CPM

Annissa Lambirth –Garrett began working for the City of Chicago, Department of Planning and Development in March 2013 and began serving as the Executive Director of the Chicago Low-Income Housing Trust Fund in October 2016. As Executive Director, Annissa is responsible for leading the Trust Fund and overseeing its daily operations and $35 million dollar budget. She comes to the Trust Fund with over 22 years of Affordable Housing, Economic, and Community Development experience. Her experiences include Urban Planning, Housing Development, Economic Development, Community Development, Workforce Development, and Affordable Housing Property Management.

Amy Tran, BA

Amy Tran joined the Chicago Low-Income Housing Trust Fund staff as Program Development Coordinator in 2017, after providing contractual services as a liaison for nearly two years. She currently manages a portfolio of properties participating in the Trust Fund’s Rental Subsidy Program and serves as the lead staff on the AFC Housing Initiative, Vets Initiative and Chronically Homeless Initiative Program (CHIP).

Bethanne Holifield

Bethanne Holifield (Beth) joined the Chicago Low-Income Housing Trust Fund as a Program Development Coordinator in January 2022. Beth’s background is in child welfare, sociology, and psychology. Beth previously worked as a Child Welfare Specialist for Lutheran Social Services of Illinois. She holds a bachelor’s degree in Sociology from Illinois State University.

BreAnah Bolden

BreAnah joined the Chicago Low-Income Housing Trust Fund in a full-time capacity in May of 2021, she worked with the Trust Fund during the years prior as an intern learning the ins and outs of the program. BreAnah holds a bachelor's degree in Sociology and Criminal Justice with an emphasis in Social Justice, She is an alumnus of Coe College, a small private institution in Iowa. Here she completed extensive social justice research and discovered her passion. BreAnah is a Chicago native, and currently resides on the South Side of Chicago.

Courtney Peterson

Courtney Peterson graduated from Roosevelt University with a Bachelor of Arts degree in Philosophy. She has a background in working with social media marketing and graphic design 2D and 3D.

Deana Gilbert

Deana Gilbert began working as a Program Development Coordinator for the Chicago Low Income Housing Trust Fund in January 2022. Deana brings with her more than 10 years of experience in an educational setting and most recently worked at one of Illinois’ North Suburban High Schools where she was a Payroll Specialist. She has experience in budget management, budget reconciliation, union contract negotiations and W2 auditing.
Deana’s commitment to serving her community led her to become an auxiliary member for Hanover Park, IL. Development Commission Committee where she played a vital role at public hearings for zoning variations, special uses, re-zonings and various other requests.

Evelyn Campbell

Evelyn Campbell is a Data Entry Intern for the CLIHTF. She obtained her PhD in Microbiology from the University of Chicago in August 2022. Her research interests include microbiology, mucosal immunology, and data science. She hopes to use her analytical skills from her scientific training to help the CLIHTF with data wrangling and organization. In her free time, she enjoys reading, exploring new hobbies, and spending time with family and friends.

Maddie Ortega

Maddie joined the Trust Fund in January 2019 as the Administrative Intern/Receptionist. In 2020, she began working under the Reporting and Compliance Division to assist with Special Initiatives. She works at the Trust Fund part-time while attending school at the University of Illinois at Chicago, where she majors in Applied Psychology.

Marlana Edwards

Marlana recently joined The Chicago Low-Income Housing Trust Fund in September 2020. She holds a bachelor’s degree in communications from Howard University, with a concentration in linguistics and global Black studies. She currently facilitates the Trust Fund’s program development and training and provides translation services for Spanish Speaking participants.

Martin Beck

Martin Beck began working as the Program Development Coordinator for the Chicago Low-Income Housing Trust Fund in 2022. He previously interned at the Trust Fund in 2021, working in the Special Initiatives department.
Martin is responsible for reviewing and processing new applications for the Rental Subsidy Housing Program, facilitating and monitoring Special Initiatives as assigned by the Executive Director, and collaborating with partner agencies on program objectives. Martin comes to the Trust Fund with over 4 years of experience in affordable housing, where he has experience working on community development initiatives and building working relationships with Chicago-based housing organizations, such as The Center for Housing and Health, Deborah’s Place, The Housing Initiative Transactional Law Clinic and The Michaels Organization.
Martin earned his Bachelor of Arts in Justice and Peace Studies from The University of St. Thomas (MN) and his Master’s in Social Service Administration from The University of Chicago Crown Family School of Social Work, Policy, and Practice.
Martin is a native of Minneapolis, Minnesota, and moved to Chicago in 2020 to fulfill his life’s mission of assisting low-income residents through the provision of safe and affordable housing.

Monica Watson, BA

Monica holds a bachelor’s degree in Mass Communications from Clark Atlanta University and brings 15 years of experience in the Construction Equipment Leasing Industry in Management, Operations, and Accounting and Finance. She will draw from her past roles in working with Property Owners, General Contractors and Sub- Contractors to aid the Chicago Low Income Housing Trust Fund in its ongoing efforts with Special Initiatives and Rental Subsidy programs. She recently joined CLIHTF in November 2019.

Reese Robinson

Reese Robinson started with The Chicago Low-Income Housing Trust Fund in 2021 as an intern. He is a 2021 Morehouse College graduate, with a bachelor’s degree in Business Administration with a concentration in Marketing. He currently handles social media platforms and assists with outreach initiatives.

BreAnna Scott joined the Chicago Low Income Housing Trust Fund as a Program Coordinator in 2018. She received her bachelors of science from Illinois State University in 2016. She comes to the team with case management experience. She is very eager to the join the team.

Janice Dodd

Janice Dodd was a property manager for over 10 years of project-based and tax credit properties. Included budget preparation, reconciling weekly and monthly variance reports. Maintained waiting list, and initial recertification. CHAC housing specialist including annual interim recerts and processing landlord payments.

Jason Sethen, Esq.

Jason L. Sethen, Esq is the Chicago Low- Income Housing Trust Fund’s General Counsel, and has been with the organization since 2015. He received his Juris Doctorate from Notre Dame Law School, and holds a Master’s Degree in Business Administration from the University of Massachusetts – Amherst and, a Bachelor’s Degree in Computer Science from the University of North Dakota.

Jemeika Hicks

Jemeika Hicks joined the Chicago Low-Income Housing Trust Fund as a Program Development Coordinator May 2020 after previously working at AFC as their lead Care Coordination Specialist for their HIV Resource Hub. Jemeika’s background is in homeless initiative, housing resources and case management.

Josue Torres

Josue Started working as a program development coordinator at the Chicago Low-Income Housing Trust Fund in 2021. Josue has a Bachelor's of Science degree in Social Sciences from Radford University in Virginia.
Josue has a background in legal contract review, government contracting, document management, document analysis, and Spanish to English translation.

Maria Jacinto

Maria Jacinto began working as the Customer Support Agent for the Chicago Low Income Housing Trust Fund in February 2023. Maria is responsible for assisting landlords and property managers on the live chat feature with general questions and inquiries regarding the Trust Fund. Maria comes with over 25 years of Customer Service experience, providing courteous and professional assistance while striving to gain client confidence and build strong client relationships. Maria is fluent in Spanish, both written and oral and is a native of Chicago.

Michelle Jacinto

Michelle Jacinto has been with the Chicago Low-Income Housing Trust Fund team for over 10 years. In addition to her pivotal function in supporting the Executive Director, she also plays a key role in providing services to the rest of the Trust Fund team, Board Members, and property owners. Michelle provides administrative and technical assistance and ensures that tasks are completed and deadlines are met.

Michelle Nolan, BS

Michelle joined the the Chicago Low-Income Housing Trust Fund as a Program Development Coordinator in January, 2019.Michelle comes to the Trust Fund with 22 years of experience in real estate, community and economic development from the City of Chicago departments of Law and Planning and Development.
Michelle also has project management experience and has worked on projects that included affordable housing, market rate housing developments, land acquisitions, new and rehab construction.

Nichole Brown, MBA

Nichole Brown joined the Chicago Low-Income Housing Trust Fund as a Program Development Coordinator in 2018, and was promoted to Operations Specialist in 2021. Nichole comes with over 17 years of experience working for the City of Chicago where she concentrated on documents management and financial planning. She holds a Master’s Degree in Business Administration, concentrating on Health Services Management.

R'Keshia recently joined the Chicago Low- Income Housing Trust Fund in January 2023 as a Program Development Specialist. She holds a Bachelor’s degree in Marketing and Master’s degree in Digital communications from DePaul University.

Stefanie Baxter

Stefanie Baxter joined the Chicago Low Income Housing Trust Fund as a Program Specialist in January 2023. She graduated with a BS Degree in Political Science from Chicago State University. As a Special Project Agent for the Illinois Tollway Call Center/Chicago Lighthouse for 9 1/2 years, duties included Auditing: I-Pass accounts, reviewing bankruptcy claims, police reports, resolving escalated disputes, insurance claims, sales contracts, auto repossessions, divorce decrees, and death certificates to obtain resolutions of dismissal payment for stolen, sold and repossessed vehicles for divorced and deceased account holders. Working as a customer service professional working within the State Sector has given her the experience and fortitude to work with others within the City Sector.
